In the central part, there is an imperial mantle with a crown and a ribbon of the St.Andrew Order at the top, inside which is the Small State Emblem of the Russian Empire, model 1883. Under the mantle there is an orb and a bas-relief in the form of a lion's head, from where branches of a laurel tree and an oak branch out, into which a scepter and a sword are inserted.
